A guide to REACH, ECHA, and what these regulations mean for permanent make up professionals.

Safety & Quality — 3-minute read

What is ECHA?

The European Chemicals Agency (ECHA) is responsible for implementing the European Union’s legislation on chemicals. Its goal is to protect both human health and the environment by regulating the use of substances found in everyday products, including PMU pigments.

What is REACH?

It is the EU’s regulation for the Registration, Evaluation, and Authorization of Chemicals. Managed by ECHA, it establishes which substances may be used and in what concentrations.

In December 2020, the European Commission introduced additional REACH requirements specifically for permanent make up and tattoo inks. These regulations came into effect on 04. January 2022.

What Do REACH and ECHA Mean for PMU?

Under REACH, permanent make up pigments must meet strict safety requirements. Products intended for PMU procedures must also carry the appropriate labelling, as well as provide relevant safety information for both artists and clients. The aim is to ensure a higher level of transparency, consumer protection, and quality throughout the industry.

ECHA, REACH, and Swiss Color

At Swiss Color, compliance is more than a legal requirement – it is part of our commitment to quality and safety. Since November 2021, all our pigments and products have been fully ECHA-compliant and REACH-compatible, allowing PMU artists to work with confidence.
